【摘要】:ThisInternationalStandardisapplicabletoportableequipment,withorwithoutmatchingconnectionpoints,fortemporaryearthingorearthingandshort-circuitingofelectricallyisolatedorde-energizeda.c.andd.c.installations,distributionandtransmissionnetworks,whethertheyareoverheadorundergroundorofloworhighvoltage.NOTEAnnexAprovidesguidanceforapplicationtorailwaysystems.Thisstandardcoversequipmentcomprisinganearthingorashort-circuitingoranearthingandshort-circuitingdeviceandinsulatingcomponent.AnexampleisgiveninFigure1aandFigure1b.Italsocovers:–earthingorshort-circuitingorearthingandshort-circuitingdevicesintendedtobeinstalledwithinsulatingmeans.AnexampleofanearthingdeviceisgiveninFigure1c;–separatecomponents,suchasconductiveextension(seeFigure1b)orclamporcablewithendfittings.Theperformanceofequipment,devicesandcomponentscoveredbythisstandardisbasedonelectro-dynamicandelectro-thermaleffectsactingduringshort-circuit.Thewithstandcapabilityofthedevicesandequipmentisexpressedbytheirratedvaluesofcurrent,timeandpeakfactor.Noratedvoltageisgiven,butthegeometricaldimensionsoftheequipmentarealsolinkedtothevoltageoftheinstallation.Examplesofconnectiondiagramsofearthingandshort-circuitingdevicesaregiveninFigures2and3.AssociatedusuallengthsofcablesaregiveninTable1.Notcoveredinthisstandardare:–insulatingmeans,suchasinsulatingsticks,telescopicsticks,insulatinghandles,insulatinggloves,aerialdeviceswithinsulatingbooms,insulatingropestobeusedtoinstalltheearthingandshort-circuitingdevice;–insulatingcomponents,exceptforbasicsafetyrequirementsfortheinsulatingelement;NOTEBasicsafetyrecommendationsforearthingsticksaregiveninAnnexB.–devicesmeantonlyforthedrainingofinducedcurrents;–relevantworkingproceduresforusingportableequipmentforearthingorearthingandshort-circuiting.NOTETheequipmentcomplyingwiththisstandardshouldbeusedaccordingtosafeworkingproceduresandaccordingtolocalornationalregulation,suchasliveworkingordeadworkingprocedures.
